Well, it depends on how old you are. If you are in your early-mid teens, you should just be open and comfortable and tell him that you really like him. Maybe not in person if you are shy, but over the phone or email or IM.

If you are older than that, you should ask him if he wants to go on a date sometime.

well you should learn to have confidence in your self. because then you won't really have the guts to do anything. you will always rely on someone else to take the first step and eventually he/she will get away with things that you might not like.

If he said no then take that as a no and move on. Still talk to him and stuff but give him time.
