I just cut long branches and wire them together in a bunch - like a bunch of flowers. Then I either tie it off with a waterproof wired bow or a bunch of plastic picks. The picks could be pine cones or red roses or ponsettia. That way it will remain fresh looking for a longer time.
You could also layer the long branches with the cut pieces pointing at each other and wire them together in the middle - adding a bow or picks at the middle. That way you would make sure the branches would be longer enough to go from one end of the marker or stone to the other.

Just get a wreath and put silk poinsettias on them along with what their favorite flower were and hot glue them but if you're not sure how to do it, just go buy some, it will be cheaper.
