The saying is not attributed to any one President. It could have been uttered by any number of them. It is like someone quoting Murphy's Law: "If anything can go wrong it will." It is attributed to Grandma Soderquist, and is called:
Soderquist's paradox:
There are more horse's asses than there are horses.
Another of her supposed witty sayings is:

This quote can be attributed to President Johnson however:
