Where can I receive a well rounded but affordable B.S. in Environmental Science?

I have taken interest in the degree plans at Stephen F. Austin University in Nacogdoches, Texas (tuition of 5K) and SUNY College of Environmental Science and Forestry (tuition of 4K) in Syrcause, NY. Where did you receive or know of a great degree program? I am not very interested in the realm of industrial hygiene. I'd like to have a cross disciplinary education including geology, biology, and chemistry as well as learning GIS. I don't want an Environmental Studies degree; I want a sciene-based curriculum with less emphasis on public policy, though I would like to learn about resource management. I'd like to minor in geology or forestry. Oh, and a concentration in either environmental engineering technology or environmental analysis. I don't make much money so it'd also be great to have applicable workstudy or internship options.
