why does windows installer try to install a program that is already on the pc i have been using it for months?

Install / Reinstall the latest service pack and all updates of Windows OS that you are using. In addition, alos install / reinstall the latest service pack of MS Office (if you are using it). The annoyance will stop.

Most of the time this happens when you have downloaded an upgrade, a patch or a Windows Update program.
