Does anyone have a phone that can access full internet?

What is the cheapest plan? And what are some cool phones that can do that

    My MDA is a pocket pc phone. It has Wifi so, yes I could use internet with it.

    WiFi is free to use on some place. If you want to use anywhere then the data plan(addon to voice plan) is around $29
