I always dress up on Christmas day even if I'm just staying at home! I like to wear something sparkyl and festive! It always makes the day feel more special!

For dinner I would wear something dressy, yet comfortable. Perhaps some nice dress slacks, a skirt, or a dress. Christmas dinner is often served on the family China with crystal glasses, and you want to dress to fit the occasion.

depends on the situation, can you call the people you're visiting and just ask, "casual or dressy?"
Often people will appreciate the question, that you care enough to ask, and you want to be part of the group.
If it's at home, my answer would be dressy, to make the holiday as special as it should be taken.
