What are the basic requirements for me to marry a foreigner who is not currently residing within the United States of America? Does he have to visit me a certain number of times before we can marry?

You will need to get the a K-1 visa there are several forms that need to be completed. I believe the form is a 129F and they need a G325A.
You will also need 3 photos of the three photos of you together and proof that the two of you met either in the US or abroad. (IE plane tickets stubs or receipt from airline.) 3 years of tax returns and three years of W-2 forms.
Submit a letter of how the two of you met and fell in love.
They will have to pay 100 dollars for the visa and take a physical( another 100 dollars). There are some other things required by your fiancee but I am not sure about them.
To answer your question you only have to meet once.
I recommend going through a immigration attorney because if you do not fill everything out correctly it will delay the process by months.
If everything goes well it take about 3 to 5 months. I am going through this process now.

If I remember correctly. each has to visit the other country and file documents with the appropriate consulate. I belive that the visit requires a specific type of visa for potential marriage. Then a rediculous waiting period for processing, and finally the marriage must be of a designated length or the immigration status will be revoked and the ex-spouse deported.
A possible loophole could be for a child to be born to the couple on American soil. A US birth issues citizen ship to the newborn (California, New Mexico, Arizona, and Texas pay heavily for this policy) and to the parents. This would have to occur before the wedding, but I reccomend researching the details before getting that far into it

There are no requirements, he can apply for a green card after you marry at the Department of Homeland Security, look up their website for the forms. He will not be able to work here until he is granted a work permit while waiting for the green card and it takes a year or so. It will take about four months to get a work permit. He can apply for citizenship after five years.

if you are a us citizen you can file for a fiance petition but you need to go there and take picture within the last two years then file for a petition or call immigration at 18003755283 or go to there web site at www.uscis.gov good luck i have to tell you that bush has sign new law and as everytime else mess thing up its use to be only 120day i been waitting for over 9 month

no requirement but how many times have you guys met? Will the wedding be in US or outside US? If the wedding is in US,you will need to file a K1 visa for your spouse. If the wedding is outside, you will need to go with K3 visa.

You can marry them but it won't move them here. Getting someone into the country to stay requires extensive paperwork and money. It can take about six months and somewhere around $15,000 when it's all said and done.
