    The "aim" of securities law is the regulation of stocks and bonds. The laws are meant to curb excess speculation and overvaluation which was partly responsible for the stock crash in 1929 and the great depression. And to protect the integrity of the stock exchange by requiring full and fair disclosures to investors.

    Now whether those law actually accomplish those aims is a whole nother story.
