to add ninjalectual, the 4-3 really centers around the Mike, whereas the 3-4 will concentrae around Sam and Will.

Sams are really more of the unglorious side of the linebacker core. usually the Will get the Sacks, and INTs, mikes usually are the run stoppers in a 3-4, or in the 4-3 they need to be used for both. the Sam position usually gets blocked more because the strong side (by definition) has more players on that side). and the Sam does a job that they get really no credit for.

the only real good LOLB i can really think of is Dansby and Marcus Washinton. again, Merriman played Sam, but he started to play really well then he was converted to the weak side linebacker

For the record, "Sam" refers to "Strongside" and "Will" to "Weakside," and many teams will flip their outside LBs depending on which side of the field the offense stacks. ROLB and LOLB are somewhat meaningless, though not entirely, as not all teams do this.

The best outside LBs, in my opinion, regardless of which side they play on:

Marcus Washington (misused by the Redskins earlier in the year, he's probably strongest rushing the passer), Adalius Thomas (strong against the run, somewhat of a liability in pass coverage), Shawne Merriman (the steroid-using machine), Julian Peterson, Thomas Howard, Jason Taylor (officially listed as a DE, he plays OLB about as often), Lance Briggs (who has upped his level of play dramatically after last year), Joey Porter (I'm not a huge fan of speed rushers on the outside, though his presence certainly affects the opposing offense's gameplan. He may not have too many huge games, but that's because QBs have to adjust to the fact that he will get to you if you don't get rid of the ball quickly), and DeMarcus Ware (very athletic, even though he was abused by New Orleans a couple of weeks ago).

I have no idea how to pick the best one (or two), especially since the differences of a 3-4 versus a 4-3 scheme really complicate the matter. All of the above are top players at their positions.
