What's a tough neighborhood in Baltimore, MD.?

Research for a short story I'm writing. Thanks in advance for any help with this question.

    Westport, Cherry Hill, Pigtown

    The neighborhoods surrounding Johns Hopkins Hospital - at least the houses which haven't been demolished by Hopkins.

    Park Heights Ave. and Reisterstown Road between Park Circle and Belvedere.

    The neighborhoods bordered by York Rd., Woodholme Ave., The Alameda and E. Cold Spring Ln.

    Any neighborhood depicted in the HBO show, "The Wire."
