First off, no one is going to sell a newborn puppy. They will be between the ages of 8-12 weeks old before they're allowed to be re-homed away from their mother and littermates.
Broken bones aren't a common problem with young puppies being sold. You should ask for a medical record, to make sure they've gotten their first round (and possible their 2nd) of vaccinations.
Otherwise, you could easily be bringing home a Parvo puppy, or worse.
Check local rescues & shelters. If you check the newspaper, make sure they provide you with a medical record on the puppy.
NEVER get a dog that doesn't have a medical record.

get one from the pound because they need homes or look in the local news papers or go to a breeder and ask them for the puppy who really needs a home more than the others, help a puppy. Other than that go to the pet store but the pound or shelter would be better, save a life or help one from a breeder, take one who needs the most attention and care save a life. If you cant do that then go to pet shop.

Never buy a dog from a pet store. At this point, most people recognize what a bad decision that is to make. Also, you can't take a newborn from it's mother. That is animal abuse-a crime.
You can get a dog at 8weeks....there are several at your local shelter.
good luck

Buy a pound puppy. They really need homes before they are euthanized. Plus, purebred beagles are difficult. Or maybe you can get one from a beagle rescue organization. They need homes too.

And what, exactly, are you going to do with a "new born" puppy? Please educate yourself before getting a dog!
