Does anyone know where I can get the song, "Best Friend" by Aqua?
I have looked everywhere I can think to find this song. Does anyone know where I can download it, or what album it's on?

"Best friend" isn't by Aqua. It's by Toy-Box. Toy-Box were often compared to their fellow Scandinavian band Aqua, and due to their rise to success after Aqua, they were often considered to be a "copy" of Aqua. It's due to the huge likenesses between the vocals of Anila (Toy-Box) and Lene Nystøm Rasted (Aqua) and Amir (Toy Box) and René Dif (Aqua).
So, the song "Best Friend" is by Toy Box not Aqua. And that should help you find the song. And it's from their album "Fantastic" released in 1999.
