The corn or other organic matter is fermented to produce alcohol. This same process happens in your refrigerator if you let your orange juice sit too long and it spoils.
So to answer your question, no the fuel component of corn (sugar) is not harmful to eat unless it ferments and changes into alcohol. Then it becomes harmful for human consumption.

Corn is not poisonous for producing ethanol. Ethanol is what we know as rubbing alcohol. It's also the alcohol produced when plants get fermented, which is the one that people can drink (beer, wine, whisky, etc.)

You can use a lot of thing to make ethenol. Potatoes, rice, wheat even hemp. They use corn because is mostly grown for livestock feed.
