"Sleeping" means that the computer shuts off all of the components it doesn't need, including the monitor, hard drive, etc... It only keeps its vital components turned on.
"Hibernate" means the computer saves the exact state its in to your hard drive, and then completely shuts down everything.
I don't know what you are using to judge "better", but you will be able to reactivate your computer alot faster if u use "sleep".

THe short and sweet of it is that they have certain levels of lower power but more time to start back up. if your looking to save electricity then they may be useful, I however just shut down my computer when I will not be using it for a while and turn it on when I need to. Some computer have trouble with sleep and hybernating.

I personally have not found Hibernate to be useful, infact I have had problems with it. Sleep is useful on laptops, but for desktop computers it works best to set the "Power Options" (in the Control Panel) to turn off the monitor after a period of time and the hard drive after a period of time. Or just turn off the computer at the end of the day and start again the next.

Sleep powers off everything in the computer except for it's memory. Hibernate writes everything in memory to the hard disk and shuts down. Sleep will shut down and resume faster, but it also uses up a small amount of electricity. Which one to use comes down to your preferences.
