i perspire in winter as well, i think it depends on how much work your body is doing, because it creates heat on its own, so if your walking or moving a lot for an extended period of time, some people will perspire to rid there body of the toxins, you inhale or sometimes eat, it good to sweat.

The clothing you wear is not releasing the heat that you create when you exercise. That causes the temperature next to your skin to rise and that causes you to sweat. If you continue to sweat and it doesn;t evaporate or get wicked away from your skin, the cold will eventually penetrate the cold weather gear and you will freeze.

The secret to exercise in winter is to layer and keep cotton or absorbant material near the skin. Open the jacket as you exercise to let the sweat exvaporate, then close up as you stop.

It is not rare, it is individual, and due to the very same reason as in summer: to maintain the body temperature
