    Washington ran up a big bill I know that so I'm going to have to look it up. God Andrew Jackson, and I never heard of him. Who ever said that no good deed goes unnoticed? That one sure did.

    Clinton chose to ignore a federal law that did not allow social security revenue to be included in the governments revenue. If he had really gotten thee country in to the black he would have stopped borrowing from social security. So the real answer is probably Truman or Eisenhower after world war II. If not one of them then no one.

    Well we know it isn't Bush...every US citizen now owes over $28,000...and most of it to China. The lowest it has been in the last 60 years is under Carter, but has not been " in the black ". It is based on our Gross Domestic Product GDP.....compared to money owed.
