As far as I know, you can have a legal drivers license in two states. I live in an area near two states borders. Say you live in one city and have a driver's license there, then you move to a neighboring town that happens to be in another state. You then have to get a license in that state. This does not void your other license. It is still valid because it's privileges have not been revoked. Technically, the only one that can be recognized is the one for the state that you reside in. Even though your license for the other state is still valid until expiration.
This is common among people who move between the states. Because you can get into trouble (at least in my state) if you do reside in the state for more that 6 months than you must have your license for that state.

It depends on what state you live in. Puerto Rico is not a state,
but Fla wont give me a fla license without taking my PR one
away. I could lie and say I dont have another one, but that would
not be the legal way. If I have a license from Fla and go to PR
and use it to get a PR license, they dont care if I have a Fla one
or not.

Probably because we dont know.
I think it is hardly likely due to state laws though
