You are correct UNTIl January 2008 all you need is a birth certificate and a Picture ID to cross the border

Why do people that? Because, unfortunately the governments are not doing a very good job of explaining things.
The big confusion stems from the fact is ONLY to go from Canada to the USA which has changed, not the other way around. Dates have changed faster than politician's underware too.
On January 23, 2007; by AIR you will need a passport to go from Canada to the USA. (enter and re-enter are the words used on the websites)
As soon as January 2008, by LAND and SEA you will require a passport to enter/re-enter USA.
As far as coming to Canada; thus far nothing has changed. That is where you need your proof of citizenship (org. birth certificate) and government issued picture ID. (such as a drivers license) People can also use passports as a form of ID. (and that is because in order to receive a passport you have proved to the government the entrance credentials)

If flying by air after January 23, 2007 you will need a passport. After Jan 1st, 2008 you will either need a passport or a passcard.
Hopefully, all you will need is a passcard for land and sea except for cruises. This is supposed to be cheaper than passports.
If you work their. You will still be able to use what you have used in the past without any further ID.

Because as of Jan. 23rd, if you fly into the states or Canada, you will need a passport. This is a new regulation started in the US. They wanted to watch Mexicans more closely...and they couldn't just have the regulation for that border, so they extended it to all.

because they're misinformed, or maybe just thinking ahead, after 01/23/07 you will need a passport for such crossings, at least to re-enter the US...unless your an American national/state citizen rather then a 14th amendment corporate slave citizen, in that case your right to travel is technically protected law, but in practice this, as with most all rights of Americans, are ignored and actively suppressed...

Soooo then wouldn't a passport be the easy way to prove citzenship? Instead of carrying around your birth certificate and your driver's license...you've got it all right there in your passport.
