Absolutely!
It may not stop terrorism, and might even perpetuate more violence in the long run, but the psychogical effect on our country would be profound. It would bring a sense of closure to many who lost a loved one or who have felt a personal loss of security due to the 9/11 attacks.
The short term effect would be a big boost in the morale of the country, and thus Bush's approval rating. However, in our two-minute society, the events in Iraq would quickly consume the good vibe.

It has been 5 years, and the answer is nothing can improve Bush's ratings! People aren't buying what he says anymore, and I can't blame them!
Bush said he has no plans to go after Iran or Syria, yet he raids an Iran building in Northern Iraq and he moves a whole Battle Group from the Pacific to the Atlantic, to include an Aircraft carrier, the Stevens with F/a 18 Hornets and A/f 18C Super Hornets, a guided missile cruiser, the Antietam with An Aegis system, SM 2 missiles, and Tomahawks, to name a few, the USS Preble which has the same capability as the Antietam and the USS Key West, A nuke sub with 12 vertical tubes and Tomahawks, among others!

A prominent official in the Afghan Taleban movement announced yesterday the death of Osama bin Laden, the chief of al-Qa'da organization, stating that binLaden suffered serious complications in the lungs and died a natural and quiet death. The official, who asked to remain anonymous, stated to The Observer of Pakistan that he had himself attended the funeral of bin Laden and saw his face prior to burial in Tora Bora 10 days ago. He mentioned that 30 of al-Qa'da fighters attended the burial as well as members of his family and some friends from the Taleban. In the farewell ceremony to his final rest guns were fired in the air. The official stated that it is difficult to pinpoint the burial location of bin Laden because according to the Wahhabi tradition no mark is left by the grave. He stressed that it is unlikely that the American forces would ever uncover any traces of bin Laden.

If OBL was killed or captured by American forces, it would probably give Bush a little boost. But at this point it's sort of too late: more Americans have died in Bush's Iraq war than died in the 9/11 attacks. Killing OBL wouldn't solve all the problems Bush has caused.
If OBL died of natural causes, it wouldn't help Bush's ratings at all.

His approval rating is 37%
He represents and dispenses the federal Treasury to 10% (he'll never lose them.)
Abraham Lincoln explained to us that there are some that you can "fool ALL of the time". that's 25% (he'll never lose them)
That means his approval rating can only go 2 points lower no matter what.
So, I guess you should expect it to go up. Just because of the forgiveness of Christ.

Yes, the capture or death of Bin Laden would help his rating. But what difference would it make?

Probably slightly but Bush is in so deep that nothing but 100% victory in Iraq would raise his rating. Victory in Iraq? Highly doubtful.

Not, at this point, I don't think. He has blown any credibility with the American people with the war in Iraq. Hey, he admited he made mistake's, but he won't admit to making the biggest mistake of all, going into Iraq based on his lies.
