Bad NIC, or bad OS?
I have a Win XP Home PC that gets a link light to the router but fails to get an IP from DHCP; when I attempted an 'ipconfig /release - /renew through a command promt, I immediately got this error:
>ipconfig /renew

I tried again and got:

Should I reinstall Win XP to fix this?
I'm a certified network administrator and have tested all other network connection elements, except for the OS. I've uninstalled the NIC and reinstalled, to no effect. The router and patch cable have been tested and ruled out.

The PC has both anti-virus and anti-spyware that have been updated and scanned recently; the OS was reinstalled about a month ago by Circuit City (no comment...) and this problem started three days ago. A second PC works just fine if connected to the same patch cable, so the router and cable and modem are all good - I'm a CCNA and CCSP certified network admin and have verified Internet connectivity back to the PC, so it's either the NIC, driver, OS or mobo. Right now, I'm leaning toward driver or OS. The onboard NIC is disabled (previous failure), so I wonder if there's something the bad NIC might be doing to screw up the PCI NIC.

go to START, CONTROL PANEL, ADMININSTRATIVE TOOLS, SERVICES, find DHCP
Client. Right click on it and hit Properties. You can select START
under Service Status and that will get you on the internet right away.
But you need to have this going when you power down/up so... Go to
"Startup type" click on the arrow down and select "Automatic". Hit ok
then restart your computer. Do the same for the RPC and RPC Locater service

Check for updated drivers for this NIC. Also, it may be interferring with the onboard NIC, check your bios and maybe disable it.
Also, you could try system restore to a date when it was working.
try to check the network protocols installed on this computer, remove what is not needed.
Try to install the card in another computer, to check if it works.
Is there any errors in the events? check that on reboot with the card installed, drivers updated.

Try connecting directly to modem.
Try updating router firmware.
Try different router port.
If all else fails try another NIC.

I have found that most problems of this nature are hardware related. And of course just because something is new doesn't mean it is good.

"RPC Server is unavailable" could be caused by a virus. Have you ran a complete Virus Scan recently?

have you logged in to the router and seen if it is set to be the dhcp?
Or have you tried going static?
I set my linksys up to dhcp from 200-254
so I can set static ip's from 192.168.1.2-199
have you tried deleting all local connections and tried starting anew?
