"Radar Roy" at http://www.radarbusters.com/ notes that Radar and Laser _detectors_ are legal for passenger vehicles in CA, USA.
However, there's a _big_ difference between a "detector" which simply senses the light wave being used, and a "jammer" which transmits a given wave to fool the speed measuring device.
Radar detectors are only illegal in VA, USA & DC, USA. (Radar detectors ore only legal in three Canadian Provinces: Alberta, British Columbia and Saskatchewan.) Check your state laws regarding Laser detectors.
Radar jammers are illegal in all US states per the FCC; Laser jammers are illegal in some states (including California) and not others.
Remember, speeding is not only illegal, it can be deadly. The freeway is not a video game; drive safe and pay attention to the vehicles near you.
