gcc (gnu c compiler) is widely considered one of the best. It is available for free download at http://gcc.gnu.org/install/binaries.html (for windows machines you need cygwin)

I use Bloodshed Dev C++

it is good. All of my friend here also use that prgram. That is not a heavy program also that is free...

try Dev C++ or Code blocks

a good site that you might want to check out is bloodshed, it was recommended to my by some programmers, and now im rerecommmending it
