What? Not sure of the point here. Read Romans, start to end. Old covenant and new covenant are described by Paul. He has already revealed the revolutionary aspec of this and it needs no further revelation. The Bible is not only a book of law. It's a way of life. That's the bottom line. Atheist? They totally reject any form of religion as far as I know.

In general the law came to Moses from God. There is no Biblical evidence that any written law existed before that time. It has to be understood that the first 5 books of the Bible or the Torah, is considered to be the law of Moses not just the 10 commandments. Jesus quoted from Genesis and the main point is that those books are all the word of God otherwise you will have to exclude all books of the Bible except Exodus where Moses is given the first part of the law in the commandments. The actual covenant that God established with Moses with the Tabernacle and the priesthood includes all the time up until when Jesus died and rose where the new covenant started. That is why only those who enter with God by the new covenant through Jesus can benefit from it because the old covenant was fulfilled by Jesus being the supreme sacrifice of atonement for man's sin. The whole book of Hebrews explains this.
