Stubborn glue on metal. How to remove it?

I had lined my puppy's crate tray with training pads that had peel and stick backing on them. That backing is now stuck to the metal tray. I've tried everything I can think of to try and remove it but I've only been able to partially remove the glue that's left.

Do you know of a fail safe way to get rid of all the glue?

Try vegetable/canola oil, if you haven't already. If that doesn't work, then maybe WD-40 -my mother swears by it for removing glue.
