Exploratory Committees are a device for candidates to announce without an obligation to file with the Federal Election Commission. Once they officially announce they set up a campaign organization which has to make financial disclosures.
Candidates use an exploratory committee as not only a transitional phase for their bookkeeping but as an extra claim on media attention.
It is hardly free to run for office.
