When lifting weights how long should I rest?

I know that if I'm going to do 3 sets of 15 reps I should rest between sets, but for how long? Is it okay to do another exercise while resting? (Do chest for 15 reps and then do my back for 15 reps as my chest rest - or run in place for my chest rest)

Also, if I'm not going to do sets and just go 'till failure is it okay to move from one exercise to the next? (Chest to back without a rest.)

If you have and upper body weight lifting routines or suggestions that would be appreciated as well.

    Usually a rest of 2 to 3 min is good between sets, if you are trying to do more aerobic exercises then you can go on to the next without much rest but I usually like to let my heart slow down for a few minutes. My upper body routine is as follows, start with chest and do 3 sets with two minutes between sets, this allows time for the muscles to regain energy, then I move onto back for three sets with the same rest and then shoulders and I rotate around these three with three different exercises with three sets each, but I rest the same amount of time between unless I go to failure then I rest for a few more minutes before moving on.     about 5-10 minutes is a good resting time.
