You need a compiler dude. And the best one i know is Visual Basic. Thats object oriented i.e. Drag and Drop menus and stuff so its pretty straight forward.

I think you need a compiler to write code and compile it into a program. Compilers are not cheap for like C+ etc. Last I saw $500 plus.
You can write and compile programs in Linux with Python for free.
