When is the proper Time To give a 'toast'?

MY Daughter is having A wedding,so i'm wanting some help. When is the best time to give a toast to HEr and the GROOM. Thanks

    Typically, the toast is offered just before the meal. That is to say, before everyone heads to the buffet table, or as the servers are bringing out the plates, if this is a sit down dinner.

    isnt it after the ceremony, and either midway through the wedding dinner, or near the end of it?
