By law, companies are offered to bid to the GAO for the cars. There are several different car requirements, so there are several different companies bidding.
Luxury
all terrain
sedans
maintenance vehicles
aircraft support
It is not guaranteed the lowest bidder will get the contract....Just like new fighter plane, the gov picks the one that will get the job done.
