It is absolutely unsafe to conduct and certify load testing in an equipment without technical safety inspection.
There is a cristal clear procedure for testing of each type of equipment.
you can use any reference standards-OSHA, ANSI, BS or ISO.
For example a chain pulley block which is designed for 2 T capacity and you are certifying for 3 ton.Now, you are using it for unloading a equipment having 3 t weight. What will happen?
Moreover, this chain pulley block is having double load chain(basic design) and it is used doing single chain , then it can reduce the capacity by half.Furthermore, you have to consider the deterioration if repaired or old equipment is to be tested or certified.
