One-on-one counseling? Maybe through an employer-provided therapist. They may not be expert on the issue, but they can try to help for free.
A support group might be able to help too. Some of them are free.
Unfortunately transitioning can be very costly :(

Without knowing where you are, your age and your life experience, it's really difficult.
Some LGBT Centers located in most major cities either offer the assistance you need or know where you can get it in that area.
As somebody else said, it you happen to have health insurance, virtually all carriers will pay for shrink visits . . . but not surgery.
Believe it or not, if you happen to have access to the VA system, you can also get assistance there.
Wherever you are on life's journey, I would suggest you start with the internet, checking your local community resources and then check the yellow pages.
Good luck

I know The Center here in San Diego has a great program. Check your local LGBT Community Center...
The following website looks very thorough in the meantime:

If you have Medicaid or a health plan you can get counseling, no one needs to know why you are getting it. I have my MA in community counseling and may be able to help if there is no other choice. Good luck and don't give up!

God,though refered to in the masculine as,"Father figure" is Spirit and therefore genderless...God incarnate,in the person of Jesus Christ, assumed a masculine form..."It" was not placed into a male body,God rather assumed the masculine gender..

look online, or check with your doctor. be open and honest and take your time. in the mean time come to terms with yourself. in some ways we all question parts of our lives. gender, religon whatever. i dress female and know that part of me is female. the bottome line is to love who you are.
