Why do you say you can't afford homeschooling?

Is it because you are a single parent who works during the day? A possible solution: grades 11 & 12 are old enough to work - help them find an apprenticeship prorgam during your work hours (it counts as distributive/vocational education) and teach when you are home

Is it because you think books are too expensive? Use the publiclibrary. It is free. Check out used curriculum fairs and online sites. Call a local support gorup -- there may be some coop programs you can join. Does MI have dual enrollment for high school students (with colleges)? Perhaps your children will qualify for that.

Florida has an online "virtual school" but I suspect it is filled with Flooridian students. Look into it; perhaps there is one in Michigan

I just did a search for resources - you can do the same; I assure you there are many.
