Who coined the term "Neo-con"?

I have noticed this is a often word used here, that I have not heard elsewhere. So, who thought it up? What does it mean?

    According to what I've read they did>they meant in its pure meaning. "neo" equaling new as in "new "conservatives.I don't think they considered all the negative connotations associated with the prefix neo,as in Neo-Nazi,etc.Consequently,the term has become a pejorative with those on the other side,politically speaking.But they don't appear to think of consequences too awful much anyway.

    Neo-Con is a term that the liberals use to badmouth people that tell them the BRUTAL TRUTH!! They CAN'T win a debate without making up fairy tells like "Bush lied," "abortion isn't murder," and "the death penalty is an unfair act of vengeance," so they just call Pro-Americans like me "Neo-Cons."

    I want to know, too. I've also heard it a lot on here, and I'm not really sure what it means.

    conservative republicans who think that they are on the side of the rich but they really are not. they dont like anything modern after the civil war and they are stuck by beliefs from their great great grandparents.
