If you burn up a non-stick skillet can you still use it?
I just overheated a non-stick skillet (silverstone-type) because I took a phone call and forgot the flame was on. It smells like burning plastic. I set it outside to cool and opened the windows.
But the skillet looks okay. Should I throw it out or use it?

Please don't use it! When it burned, the stuff that makes it nonstick changed chemical composition and it can poison your food.
Technically, you should really consider getting rid of all of your nonstick pans. Years ago, my husband worked to clean the sludge off of the inside of large tanks that hold crude oil, and he had to be in full protective gear including a self contained breathing apparatus. That same sludge was sold to the DuPont corporation to make teflon. You may not realize it, but those chemicals have leeched into your food and into your body, and are attributed to many side affects, including cancer and depressed immunity to colds and flu.
