What is this 80s arcade game?

This is killing me. It was a game where you were a spy. I swear the character had blonde hair and wore a turtleneck sweater with flared pants. He had a pistol. A friend suggested 'Rolling Thunder'. I looked at screen shots and it is close. A picture on the case of the arcade game is closer to what I am thinking of.

I thought in this game I'm thinking of you could shoot out the lights and go up stairs. And I thought the graphics were much better. It would be around 1984, 1985 maybe.

Rolling Thunder is the only one I can think of...and I spent a LOT of time in arcades in the 80s.

I suspect you're thinking of Elevator Action. Your dude in that game had blond hair and a pistol, he wore what looked like a brown turtleneck (in the game, not on the artwork), and you could definitely shoot out lights and go up and down floors. EA's graphics are actually worse than Rolling Thunder though because it's older - it came out in 1983. Rolling Thunder didn't come out until 1986. The other spy-themed games I can think of from that mid-80's time frame are 005, Cliff Hanger, Cloak & Dagger, and Spy Hunter, but none of those really fits the description of what you're looking for.
