I am currently doing a research paper on the violence in philadelphia? Are the measures being taken enough?

    No they aren't. One of the greatest problems facing the city of Philadelphia in regards to its upward spiraling crime rate is the way legal matters are handled in the city. Much of this blame should fall on the District Attorney's Office and City Hall.

    The city's felony-dismissal rate of 50 percent is one of the worst in the country and could be greatly improved by implementing community-based prosecution, in which prosecutors handle cases geographically and work with residents to prevent crime.

    Additionally the city has experienced 300-plus homicides last year yet the disconnect between the Police Department and the DA's office, the ongoing federal corruption probe into City Hall and the city's ingrained culture of pay-to-play politics have done little to truly address the problems and any solutions to stem the situation.

    A solution might be to crack down on petty crimes such as loitering and panhandling. This has shown to cause a trickle-down affect that lowers more violent crimes such as murder and burglury. This is the model Rudy Guiliani and Michael Bloomberg employed in New York City.
