    Lots of baggage (supplies) slows down an army's advance. So riches (lots of money) delays or impedes the achievement of virtue (goodness).

    Baggage slows the advance of an army, and riches hinder the development of virtue.

    Baggage would only slow an army down and keep them from doing their job.

    So too would virtue in the rich.

    Well, let's see - riches and virtue hardly ever go together, so I guess an army doesn't want a bunch of baggage. That would be my guess.

    baggage is unnecissary to an army. so it means, and I totally agree with this, is that you dont need to be rich to be virtuous.

    Material wealth is burdensome to the invirtuous.
