The name of a novelty song from the 90s in Britain?

Can anyone remember the name of a song which comprised of an orange bear-type puppet with extra long arms who hung his arms out of a car and scratched vinyl. I believe it was number one for quite a while and the puppet thing was even sold in HMV. The song wasn't great but it's really annoying me not knowing. Thanks.

    flat eric from the levi ads. The name of the song is on the tip of my tongue - think it was in 98/99
