The name of a novelty song from the 90s in Britain?

Can anyone remember the name of a song which comprised of an orange bear-type puppet with extra long arms who hung his arms out of a car and scratched vinyl. I believe it was number one for quite a while and the puppet thing was even sold in HMV. The song wasn't great but it's really annoying me not knowing. Thanks.
