If you mean the new hato (highways agency traffic officer) they do not have any powers re speeding, in fact they have no police powers at all. They cant get you done as the vehicles they use do not have calibrated speedos.

The only powers they have are:

    Power to direct traffic

    Power to place traffic signs

    Power to escort abnormal load

Plus all the powers you'd expect in relation to prohibition notices for unsafe or overloaded vehicles. They are allowed to pull drivers over in order to excise one of those powers. Failing to stop or abide by one of the instructions can lead to prosecution/police action resulting in a fine of upto £1000 and 6 months imprisonment depending on the offence.

In relation to speeding or dangerous driving all they can do is follow you and ask for police assistance.

they have now powers to fine or indict. They'll tell the police if they see you doing something daft. They're in teams a lot of the time so their testimony is enough to convict you for anything other than speeding.

They can call in where you are, and your license. Then the cops take over. Don't chance it if you can't pay the fine.
