Well, I wouldn't want to be near you if you used b.) hydrogen or c.) oxygen. Chances are you would not survive.
Hydrogen is extremely flammible and will explode when exposed to fire.
A fire is a combustion reaction, which means it involves combination with oxygen. By supplying more oxygen, you are fueling the fire, making it burn hotter and faster.
Therefore, the only answer can be a.) which would extinguish the fire by displacing oxygen.

Carbon Dioxide because Oxygen feeds fires, and Hydrogen is extremely flammable

Hydrogen is flammable so I would recommend not putting out a fire with that. Fires require oxygen to burn. That's why if you smother a fire it will go out. That leaves Carbon Dioxide.

not b. Hydrogen adds fuel to the fire (H burns)
not c. adding oxygen increases the fire since fire is oxidation

Apparently you know the answer to your question. Obviously Oxygen would just make the fire more intense while hydrogen would just add more fuel.

Neither of these, I would use Ar a noble gas. In some fires that included metals like Na and such CO2 would make it even worse.
But for the sake of the question I would use a)
Because it would take the oxygen out of the air and stop the process of burning.
b) would cause it to expolve.
c) would make it burn better :P

Oxygen is definitely not because oxygen is used in burning.
Hydrogen is flammable and will cause explosion.

CO2 being heavier than air will blanket the fire and block the Air (Oxygen) from feeding it.
