Jewish commentary on Taryag mitzvah? Ten years 2nd marriage.?

after the first law and commandment of God there are several other mitzvah on marriage. the one i remember the most is if a wife is barren for ten years that the man must take another wife, is this still true today, and is it only practiced in Israel or world wide.

in america people are such hypocrites, because half the population will condemn the law of plural marriage and yet get married and divorced oftentimes more then twice.
