No you can not stop the post office from putting them in your box. For some reason people blame the post office for doing their job.

Just discard them after shredding them of course. Do not reply at all. If you do they know you are alive and will continue to send more. Many credit card applications are standard rate mail, meaning that if you were no longer at the address the post office recycles the paper, and the company has no idea if you exist.

The other suggestions about Business Reply are reasonable as long as not taken to extremes. I believe some companies are stopping the mailing of applications because it is not a very efficient way of getting new cardholders.
