My first question would have to be, is it really a leaf fish?

I was unaware they even sold them due to their "poison". What is the scientific name they sold him to you under?

Many of the scorpion fish (wasp fish) as well as the leaf fish shed their skin to rid it of algae build up. Common place and nothing to worry about.

you may want to add phosporus pads to your filter system to help with the algae, however if it isn't getting out of control.....let it be. Shedding doesn't hurt the fish it is natural.

Bettas never shed their skin. your betta is probably sick try changing the water and add some vitamins. mabey is the food that your giving him. change the food. put the red betta in a different container so that he wont contaminate what what ever the blue betta has. hope this might help
