Why can't I adjust my internet settings?

I can't adjust my internet settings or any of my computer settings for that matter!!!!!

I have internet explorer and I have tried to enable the settings by going to tools and then internet options but all the settings remain disabled.

I can't download anything including yahoo messenger, email attachments, flash player, adobe, etc. I also can't attach files to emails, or even paste pictures into emails.

I also can't adjust any of my computer settings, even the wallpaper won't change!!!!!

My main internet provider was AOL but now I am using internet explorer because I have moved to Bermuda. I never had any problems like this whilst using AOL. Internet Explorer came with the laptop so I am assuming that if the computer settings are locked Internet Explorer would be effected.

My laptop is about 3 years old and has windows 2000.

I now have it with me in Bermuda (a country where everything is expensive!) and I don't know how to fix it!!!!

Please Help!!!!

    I would say go to microsoft.com to download new version of IE and try that.

    If still now working maybe you can switch your browser to different company such as firefox or maxthon. I also have problem with IE, i can't view some website at all. So i change my browser to firefox and it work.

    Have you tried doing a system restore? We had this problem and ended up taking the computer back to it's factory settings as we coudn't afford for anyone to come and look at it, it worked thankfully!

    Download IE 7 again, Try Firefox its much faster and safer

    Make sure you are logged in as an administrator. If not log in as administrator and make your logon an administrator account.
