    I think what you need to do is find the sites that these undesrirable movies are being downloaded from and block those sites. I found you a link that has software in which you can list sites you want to deny access to :

    It depends on your Operating System and which Media Players you have loaded up.

    You will have to configure your GPO's and Local Security policies in such a manner as to not download codecs and such.
