You can get a free account with Geocities if you have a Yahoo login:
They've got a limited amount of bandwidth and they'll put adverts on your website, but it's a great way to start off if you've never had a website before. They've very easy to use.

You will also need an HTML editor, is Adobe Dreamweaver is the best which comes with a 30 day trial.
