They are the Emperors advisers.

The Royal guards are in red, and the Senate guards are in blue :]

I checked http://www.starwars.com/ and there's no mention of "Emperor's advisors".

there are reds one two, and we have the action figures, but I can not remember... royal guards!! They are the royal guards. Descendants of the madalorians.
