He doesn't have your IP address unless you emailed him directly with your email account. Even if he had only your IP address, that only gives you a rough estimate of the location of the computer you are using, he would need your full name in order to track you down. So if you did email him and he does have your full name and IP, he could be serious, but he's probably just trying to scare you; I can't understand what you could have done to make him track you down.

That guy wouldn't know a fact if it crawled in his Yugo with him. It takes brains to post a logical answer.
