    NaHCO3 + CH3COOH → CH3CO2Na + H2O + CO2 (g)

According to the balanced equation, one mole of acedic acid reacts with one mole of sodium bicarbonate. So the ratio should be 1, but it is the ration of sodium bicarbonate to acedic acid. The vinegars contain around 5% acedic acid.
